It is rare to see an NFL franchise not able to fill their seats for a long time even with small cities like Buffalo and Green Bay. This has been the case for the Jacksonville as the franchise in Florida has been struggling for years. They have rarely ever sold out a game and it has all been a result of the poor performance on the field.
